Monarch Development Active in Fort Bend County

Construction is underway on the first phase of the water and sewer facilities supporting Avalon, soon to become a premier community in southwest Houston.

LJA Engineering is providing full engineering design for water, wastewater, drainage and infrastructure facilities for the 420 acres of the 560-acre site being developed by Monarch Developments of Texas, Inc., a repeat client of LJA. Avalon, an upscale residential community, is located adjacent to First Colony, a 10,500-acre development in Fort Bend County.

Several lakes are being constructed on the site to add aesthetic appeal as well as to be a part of the overall drainage sol-utions for the development. As part of the drainage design LJA designed a levee and storm water pump station to protect the entire development from flooding from the nearby Brazos River. In ad-dition, LJA provided engineering support for the creation of Fort Bend County M.U.D. No. 113 and L.I.D. No. 14, the political subdivisions which will be utilized in developing and managing the levee and utility systems.

According to Jim Moehlman, project manager, Avalon will consist of three communities. The Waters of Avalon is designed for custom homes in the $350,000+ price range with numerous lake-front lots; the Gardens of Avalon will have homes ranging from $200,000 - $325,000; and the Villages of Avalon is made up of homes with prices of $175,000 - $240,000. "With a strategic setting, enhanced by a number of lakes and recreational features, Avalon brings a new option for high quality home buyers in the area," says Moehlman.

Monarch Development is currently constructing an extensive clubhouse and recreational center for the 830-lot com-munity, including a landmark swimming pool with several waterfalls and fountains. Extensive landscaping for the grounds is complemented by the addition of a decorative retaining wall to the lakes, which offer fishing and non-power boating opportunities for residents. The first families are scheduled to move into Avalon in early 1998.
