James Moehlman, P.E., R.P.L.S. was recently promoted to vice president of LJA. Mr. Moehlman joined the LJA organization in 1995. He is a registered Professional Engineer in the State of Texas. His new position includes responsibility for the supervision of the land development
division's project management staff, as well as the design and construction of major land
development projects. Mr. Moehlman has over 25 years of experience in civil engineering for
land development projects.
Wallace Trochesset, P.E. was recently promoted to project manager with LJA. Mr. Trochesset has over 13 years of experience in the civil engineering/construction field, with over five years in the design and construction of land development projects in Harris, Montgomery, Fort Bend and
Williamson Counties. He is a registered Professional Engineer in the State of Texas.
Carolyn Gilligan, P.E. was recently promoted to manager of the water resources group of LJA. A
registered Professional Engineer in the State of Texas, Ms. Gilligan was formerly the lead
hydrology engineer with the Fort Bend County Drainage District. Her managerial and technical
skills encompass hydrology and hydraulics, including watershed studies, drainage studies of major
waterways, design of storm water detention systems, drainage channels and storm water
collection systems. Ms. Gilligan has more than 18 years experience in hydrology and hydraulics.
Shay Shafie was recently promoted to project manager with LJA. Mr. Shafie joined LJA in 1995 and has over six years of civil engineering experience in land development. He has been involved in the design and construction of water, wastewater, drainage and paving systems of numerous
subdivisions. Mr. Shafie is responsible for projects which include master planned subdivisions,
civil site work, Municipal Utility Districts and levee improvement projects.
