Shadow Creek Ranch Groundbreaking

The groundbreaking event held October 12 at Shadow Creek Ranch represented the start of construction for the largest master planned community ever built in the City of Pearland and Brazoria County. It also represented the end of a story involving several years' work, assembling 127 parcels of land for the project.

Located between Highway 288 and FM 521, the 3,300-acre project was masterminded by the Collins Brothers of Las Vegas, who have been responsible for some of the most prestigious planned communities in Las Vegas and Southern California over the past 20 years.

LJA is providing complete engineering services for Shadow Creek Ranch, ranging from the first feasibility studies, to surveying during acquisition, to full infrastructure design and civil services. The client for the project is Shadow Creek Development Co., L.P.

The Shadow Creek Ranch development will include 250 acres of lakes and 22 miles of an elaborate hike and bike trail network, along with major thoroughfares and collector roads. A Tax Reinvestment Zone (TIRZ) and a Public Improvement District (PID) were created to facilitate development in the area. LJA was involved in the creation engineering and analysis of the TIRZ, which dedicates a portion of any developed value within the established boundary for reinvestment back into the zone.

Construction will begin in Spring 2000 on the 12,000-home development. Additional planned development includes light industrial and commercial projects as well as seven new schools, a fire and police station, a new library, several churches and a senior assisted living center.
