Carl has 20 years experience in urban land development, gaining increasing responsibility for managerial and technical aspects of commercial/industrial/medical/retail, multi-family and residential design projects. He has supervised the day-to-day operation of project teams that produce and process both private and federal project plans, technical reports, and agency approvals.  For clients he has written and reviewed proposals, prepared cost estimates for comparison of design alternatives, reviewed and processed out of scope work authorizations, and ensured adherence to aggressive schedules.  He has represented clients interests in meetings with major tenants, financiers, architects, job superintendents, landscape architects, subconsultants, and agencies.  Mr. High has produced site-planning designs that have optimized land use by effective layouts of lots, roadways buildings and parking.  He has trained engineering interns, designers and drafters with respect to grading, utilities and drainage studies and demonstrated the skills necessary to build an efficient land development team.

He has reviewed and supervised production of a variety of civil improvement packages and reports.  Design packages prepared by Mr. high include Civil Improvement plans, which commonly consist of Grading Plans, Utility Plans, Horizontal Control Plans, Plan and Profiles, Details, and miscellaneous support plans.  Other packages prepared include: site planning and plat plans, earthworks balancing, drainage and stormwater management conveyance/interceptor systems, above and below ground detention facilities, signalized intersection condition diagrams, and Erosion Sediment Pollution Control Plans.  Technical reports produced by Mr. High have included: Drainage Studies, Cost Estimates, Traffic Studies, Feasibility Reports, SWPPPs, Specifications, Water System Pressure Analyses, and FEMA submittals. 

First licensed as a Professional Engineer in Pennsylvania, presently licensed in Nevada and processing for Texas registration, Carl is a graduate of UT at Austin with a BS in Civil Engineering.

A licensed Professional Engineer in the States of Nevada and Pennsylvania, Carl is a graduate of The University of Texas at Austin with a Bachelor of Science in Civil Engineering.
