Mr. James (Jim) D. Spackman, P.E., has joined LJA Engineering & Surveying, Inc. (LJA) as Senior Project Manager in the firm's Transportation Division.

Mr. Spackman has more than 18 years of experience in the planning, design, and construction of highways, bridges, streets, and utilities for TxDOT and other local transportation agencies. He has served as senior project manager on significant highway and toll road projects for Harris County Toll Road Authority, Fort Bend County Toll Road Authority and several TxDOT Districts. He is experienced in all aspects of highway planning, design, and construction, including route studies and schematic layouts, geometric design, paving, signing, construction sequencing and traffic control, construction management, and materials testing, and is familiar with TxDOT policies and procedures.

A licensed Professional Engineer in the State of Texas, Jim is a graduate of The University of Texas at Austin with a Bachelor of Science in Civil Engineering. Jim also has a Doctorate of Juris Prudence from the University of Houston Law Center.
